The three global hegemons are the US, China and Russia, in descending order of military and economic strength. Russia is a member of the trio because of its military power, spending on which has been protected even as stubbornly low oil prices and western sanctions have pushed the country into recession.

He ridiculed journalists who suggest Russia is a threat and has sought to influence the US elections. “It’s nonsense that Donald Trump is the Russian favourite,” although he did add that he thought Mr Trump represents that part of US society that has tired of the elite that has been in power for decades.

His talk ran directly counter to the western conviction of Russian hostility: Andrew Parker, head of the UK’s domestic secret service, MI5, said in an interview with The Guardian this week that Moscow’s anti-western tactics include “propaganda, espionage, subversion and cyber attacks”. Yet there was also an undertow of mild dissent.

Two Russian panellists said they were opposed to the “foreign agents” law, which in effect closes down non-governmental organisations that receive funds from abroad. Grigori Marchenko, Kazakhstan’s first deputy prime minister, said that there was little economic integration among the former Soviet states, despite efforts to build a Eurasian bloc to rival the EU.

Underlying the harshness of the official stance are shifts in Russian society. At an unofficial gathering last month of largely young Russians in Belgrade, the Serbian capital, a succession of speakers pointed to sub-political shifts in popular attitudes — women speaking openly of sexual harassment, a new enthusiasm for self-education, lectures and book fairs. Tatyana Vorozheykina, a political commentator, told me that — far from refusing to see the truth of their society — Russian voters know its nature very well and are turning away from it in favour of private pursuits.

Russia is not a monolith. The internet, travel and some freedom of speech combine not to foment revolt but to construct a private sphere of mainly passive opposition to officialdom. It is in the regime’s interest to ensure that it stays passive. But this is likely to be an increasingly delicate task.
