Police lock down China ‘democracy village’

Riot police have locked down Wukan, the democratically governed village in the southern Chinese province of Guangdong that has waged a protracted struggle against the land grabs underlying the country’s rapid urbanisation.

Yesterday, videos shared by villagers on social media showed police lining Wukan’s streets and using tear gas, while villagers in makeshift helmets waved Chinese flags and threw stones.

Earlier in the morning, police detained about a dozen villagers who had protested against the elected village chief’s recent imprisonment. Some photos showed bleeding villagers who appeared to have been wounded by rubber bullets.

The disputes in Wukan have been a thorn in the side for the ruling Communist party after the interest of international media in 2011 resulted in a rare experiment in democratically elected village governance. Like many towns in China, Wukan villagers had few rights to halt the lucrative sale or transfer of land by party-appointed local officials, under a legal system that does not allow private ownership of agricultural land.

Village chief Lin Zulian was sentenced to three years and one month in prison on bribery charges last week. He led the 2011 uprising when villagers ejected local officials who had systematically sold off collective land and pocketed the proceeds, and was subsequently elected to his post. Mr Lin was said to be planning a renewed push to reclaim the land when he was detained in June.
村委会主任林祖恋上周被判处有期徒刑三年零一个月，罪名是受贿。他领导了2011年的抗争，当时村民们赶走了系统化卖掉集体土地并中饱私囊的地方官员，此后林祖恋经选举出任现职。据悉他在6月份被拘留时正在筹划再度努力收回土地。
“In fact we’ve never been able to reclaim our land because the developer used [it] as collateral for bank loans,” one villager said. “Wukan’s land should belong to Wukan people.”

Villagers have protested against Mr Lin’s detention despite efforts by the nearby city government to stop them. Four days ago fishermen in the village began a strike, one villager said.

In response, paramilitary police occupied the village before dawn to hunt down the dissenters, he said. “We tried to block the roads but there were too many of them. They took people away without giving any reason.”

A statement from the local police said they were arresting people who “disturbed order”, “interrupted transport” or prevented fishermen from launching their boats. They also threatened anyone who shared “fake” videos under China’s draconian rumour law.

“They cut off power and water, and there are lots of paramilitary inside. People have been hurt in the clashes,” said a villager named Zhang, who works outside Wukan.

The disputes come against the backdrop of political manoeuvring, as senior party members position themselves for promotion in a plenum to be held next year.

Hu Chunhua’s predecessor, Wang Yang, who as party secretary of Guangdong chose to allow the Wukan elections under the glare of international attention, is now vice-premier.
