Southeast Asian nations scrambled on Thursday to hide their divisions over China’s expansive claims in the South China Sea and a related international legal ruling that is stoking tensions between Beijing and Washington.

A draft communiqué from the meeting said several regional leaders “remained seriously concerned over recent developments in the South China Sea”, Reuters reported. But it did not refer to July’s ruling in The Hague against China’s territorial claims and its policy of building artificial islands to extend its geographic and military reach in a main artery for seaborne world trade.

Asean is split between countries such as Vietnam and the Philippines, which have active territorial disputes with China, and a pro-Beijing faction in which Cambodia looms largest. A Vientiane joint statement earlier on Thursday by the Asean states, the US, China and six other countries, had “reaffirmed the importance of maintaining peace, stability, security and freedom of navigation in and overflight in the South China Sea”.

Mr Obama said separately that the US wanted to work with Southeast Asian states to reduce tensions with Beijing.

But the flurry of declarations as the summit drew to a close also laid bare the great power rivalry buffeting Asean. Mr Li had earlier made a veiled criticism of US involvement in the region’s sea disputes. The premier wanted to dispel interference and ensure proper handling of the matter, according to a Chinese foreign ministry statement.
