Brexit Blinkers to a Bigger Picture

Brexit Blinkers to a Bigger Picture having lived in China for twelve years, I am used to returning home to little fanfare. This year was different. As Britain burns its bridges with Europe it is having to bolster them with Beijing. Uncertain times call for stronger support for the bilateral relationship that will make or break Britain in the China century. As the Chair of the British Chamber in China, public reaction to my UK visit, changed from indifferent to enamoured overnight.

If a year ago David Cameron had set up a strategy to integrate the UK and Chinese economies, he could not have dreamed up a better policy than a polished State visit in the Autumn followed by a cut-price sale in the summer. If the visit of President Xi Jingping to the UK made the bilateral relationship golden, Brexit could render it platinum. What matters is whether we seize the opportunity to work with China or not.

I recently toured the UK for two weeks with a Chinese friend, Wang Liwei. You could hardly get a table at Burger and Lobster in central London, for Sino-UK sittings and the shop assistant who served me at Selfridges had two mandarin speaking colleagues; 90% of her revenue in the last month was generated by Chinese.

Whilst the City has the Brexit blues, the Chinese are capitalizing on the weak pound and making substantial investments in everything from real estate, to football clubs and theatres.

Brexit has brought instability to Britain, but China is here to sure up its foundations. To understand the tremors in British business I spoke to shop assistants, taxi drivers, hair stylists, investors, SME owners and builders who feel the shock waves first. To reflect on how we strengthen the bilateral relationship I listened to Chinese investors, diplomats, the House of Lords and Shanghai bankers.

1. Post-Brexit Britain

1.1 Political Incredulity

Speaking at Chopsticks Club at ICBC's City office on 14 July, Jin Xu (Minister Counsellor, Embassy of the People's Republic of China) opined "when I left home this morning, my wife didn't know whether to hand me my sunglasses or an umbrella."

His comments were benign, until he extended the metaphor to the political climate in the country. A good-humoured man, Xu was not criticizing us; he was merely incredulous that a country would try to pull up the draw bridge and isolate itself at a time when others were striving to go global.

1.2 China goes global (faster)

Embarrassed by Britain's brake on global business, I sought solace chatting to an obviously English attendee at the seminar coffee break. Surprisingly, he seemed upbeat about Brexit and the future of the world economy; most Brits in the City are currently depressed. At the end of the exchange he gave me his card and I realized why he was so optimistic; he was a Communications Director for Huawei.

The closer your boss is to Beijing, the less likely you are to be bothered by Brexit; China doesn't need Britain. Britain needs China.

For China, Brexit means that the UK is now cheap. Multinationals like Huawei, ICBC and others are going to increase the momentum of their globalization process. Whilst in London I met several Chinese banks "shopping" for anything with an ROI over 5% in the summer sale that is the UK.

1.3 Britain sells family silver (cheaply)

The day after Brexit, Wang and I had been asked to speak at an investor club at Renmin University. They had given Wang a shopping list of assets they were interested in from Sheffield Wednesday to Shakespeare's Globe. Chatting to Martin Ash, a vice-president at Credit Suisse, he had a number of cultural assets on offer for Wang to consider. The base of the China-UK relationship becomes broader as the economy in Britain becomes more unstable.

1.4 Education optimism

Travelling on the train from Manchester to Chester, I met Dr. Jasmine Weng, Head of Department of Entrepreneurship Education at Xiamen University with three colleagues. They were visiting the country looking at universities. In Manchester and Cambridge we saw the same story. Cambridge was full of Chinese tourists and Manchester was inundated with Chinese students.

With a sizable China-town within ten minutes of the University, the BBC creative centre and a new Hainan Air direct flight from Beijing, Manchester is in fashion in China. Add to this the falling pound, clean air and endorsement by President Xi Jinping's visit and you can see that the city is going to boom.

1.5 Constructive collaboration

I can't say I was proud to take Wang on the UK trains. Chinese trains are built to let you do business or catch up on sleep whilst speeding to your destination. UK trains are an impediment to profitable commerce. China really needs to teach Britain how to create a joined up transport system which is the lifeblood of efficient business.

China is building its way out of recession whilst Britain is cancelling construction projects. I met with John Lynch and Peter McBeath of NLTTT (New Lower Thames Transport Tunnel) who have set up a Chinese joint venture. They plan to build a twin bore tunnel under the Lower Thames to reduce congestion at Dartford, provide GPS tagging for containers and enable the UK to compete with Rotterdam.

Finances and tunnelling experts from China are part of the NLTTT consortium. The only thing they need is sign off from the UK Government. The Ministry of Transport has come back with a totally new plan. The project is currently stalled. The British partners are not happy.

2. What is Britain's bridge out of Brexit?

Brexit has definitely slowed business down in Britain. As well as the stalled tunnel project I spoke to a creative company who had just lost two orders. One was from a manufacturer of fireplaces who could no longer afford to joint-venture with a new company, because he relied on skilled labour from Poland. The second was a distributor of soup mixers, who had cancelled his order from China, because he had not signed at a pre-Brexit exchange rate.

As the Brexit brakes go on, new opportunities are arising in other continents. The country that will be most successful in Europe this century, is the one that can construct the strongest and quickest bridge to China. Britain should start building its own Belt and Road to Beijing and maybe meet them half way.

The summer of 2016, will be judged in Britain's history as the time when we went from Great to second rate, or the turning point when China changed from a casual acquaintance to a close ally and rescued our ailing economy.

It is the Lord McCartney trip to China in reverse. China is the global superpower and we need their goods. We can trade the hardware of infrastructure from China for the software of cultural industries from Britain, for a win-win.

The way forward is to: consult, innovate and create.

2.1 Consult: Beijing -London Dialogue

(Beijing -London Dialogue)

Lord McCartney's embassy to China failed, not because he lacked a good deal to offer, but because he was too stiff necked (or stiff-kneed to be precise) to execute it effectively.

Britain needs to be less arrogant and more pro-active and flexible in its approach to China. I recommend a biannual Beijing-London Dialogue (BLD). The best way to learn is on the road (or more like the high-speed rail). The Grand tour was used to acquaint the English gentleman with the ways of Europe when it mattered. Now that China is the focus, I would recommend he/she take a grand tour of China.

The BLD should start with a two day investment seminar at Renim university where Chinese investors teach the UK how to do business in China. There should then be a ten-twenty day tour of the brave new world of Chinese business and culture.

Once the UK delegation have visited the ancient grottoes of Dunhuang, the Xuankong hanging Temple, the three gorges dam, the road tunnels in Chongqing, the Alibaba campus in Hangzhou and the skyline of Pudong, they will not think in the same way about China as they do today. Lectures should be given by Chinese experts as they travel on high-speed trains between the various locations.

The return trip to the UK could take in Cambridge university for a two day investment seminar followed by a country retreat at Downton Abbey, a visit to Shakespeare's globe, tour of a China-UK business, tea in the House of Lords and a football game with Manchester United.

It really doesn't matter where the two groups visit. What is important is the conversations attendees have on the sidelines as they learn to appreciate each other's countries.

British often have preconceived plans when they go to China. When I visited the British Library, they told Wang and I about their idea for a ten city China tour. Wang listened but warned them to go to China as an advisor, not as a supervisor. The role of supervisor should be reserved for the local Mayor of the province where they host the exhibition. This will increase the chance of the timing and atmosphere of the event being successful and reduce the risk of giving the impression of cultural imperialism. BLD will allow people to adapt to the landscape before they make expensive mistakes.

2.2 Innovate: University Hubs

During the BLD, common themes will arise, such as how to create inclusive government (the primary cause of Brexit), tackle climate change or manage migration. A paper can be fed from the BLD to China-UK Innovation hubs ("Hubs").

Hubs could be located at the science parks of universities and offer three functions. Primarily, they could be places where Chinese graduates can congregate to incubate their own businesses. Whilst studying in the UK they often spot business gaps and the Hub could provide a launch pad for ideas.

Secondly, the Hub could act as a think-tank for government on China-UK policy. The best people to inform the British government about what China needs are the Chinese in Britain. China changes so quickly that you require people who are going home regularly to keep you abreast of current affairs.

To make the Hubs sustainable, the British government should reintroduce the post-graduate two year visa. Chinese students do appreciate the UK for its language, atmosphere and openness but there is competition. It is easier to remain in the US after you have graduated and Germany and the Netherlands offer courses in English at prestigious universities.

Most Chinese students wish to return to their families after a few years work experience abroad, but those few years could prove very valuable in building business bridges between the UK and China. Once Chinese return home, they transact business with the people and places that have welcomed them. A good recent example is of Mr. Liu of Chengdu who invested 1 billion GBP in Sheffield infrastructure, several years after he graduated from hospitality at Sheffield Hallam.

The Hubs could also provide an excellent bilingual environment to match Chinese companies with British businesses. They could help to manage the expectations of UK investors in China.

For example, I met with the Royal Shakespeare Society who are planning another tour of China following their recent successful production of Henry V. They asked Wang about corporate sponsorship in China. He explained that Chinese are willing to invest in the building of theatres etc. but that cultural sponsorship was a relatively new concept and hard to attract if a tragedy were staged.

The main reason that Chinese-UK collaborations fail is not because people disagree over the fundamentals of the business, but over misconceptions about different legal structures and cultural nuance. A China-UK Hub bridging the academic and business world could help to close this gap.

2.3 Create: Profitable Projects

Ideas that are floated at the Dialogue and developed at the Hub can be created by the companies operating in the bilateral space. Whether roads, railways, or cultural bridges they will benefit from the time invested in learning about the other's culture. There is currently great opportunity for Chinese companies to invest in the arts, sport and infrastructure in the UK and for the UK to contribute to education, healthcare and creative industries in China.

Why am I so confident that the consult, innovate, create formula will work? The reason is that this is the transformative approach to bilateral business with China that my brother has used for the last ten years. In 2005 his branding company, CIC (Consult, Innovate, Create) boasted five employees in Stoke-on-Trent. Following consultation with Chinese clients, he opened a second office in Hangzhou in 2008. Working with a Chinese designer, they innovated to win work in Ningbo which grew the business.

Today Robert employs 55 people in the UK and China and 60% of his revenue relies on China relationships. He has achieved in microcosm what we need to achieve as a country in macrocosm to save the declining British economy. Robert has developed a commercially successful, harmonious Sino-British ecosystem where the creativity of the UK is complimented by an understanding of the Chinese market. Capturing these synergies today will create the multinationals of tomorrow. If Britain doesn't do this Germany or the US will. China's globalization drive will only take another five years.

Britain has to reflect on the dangers of isolation from retreating from globalisation and realize the urgent need to build diplomatic bridges abroad. In the words of Roy Jenkins, as British Home Secretary in 1966, "… this is not just a matter of business. Where in the world is there a university that could preserve its fame, or a cultural centre that could keep its eminence, or a metropolis that could hold its drawing power if it was to turn inwards and serve only its own hinterland and its own racial group? To live apart, for a person, a city a country, is to lead a life of declining intellectual stimulation".

Roughly 20% of the world is Chinese, 6 % European and 4% American. If only 1% of China can afford to invest internationally, that is still 140 million people which is more than twice the population of the UK. Britain needs to take its Brexit blinkers off and see the bigger picture.
