UK trade minister tempts Chinese investors with falling pound

TheUKis using the tumbling value of the pound to tell Chinese investors there are bargains to be had in post-BrexitBritain.

There has never been a better time to invest in the UK,” said Lord Price in Beijing on Thursday, the day after the pound touched a 31-year low against the dollar.

Sterling has depreciated, assets are very well priced,” said the minister who also took time to reassure key existing investors such as Huawei, the telecoms equipment maker, and China General Nuclear, the energy group.

Lord Price was speaking ahead of Saturday’s G20 trade ministers’ meeting in Shanghai, where he will join EU counterparts at their first big meeting sinceBritaindecided to leave the trading bloc.

Now is the time to start exploring options” on trade agreements, he said, and it would be up to the British prime minister who succeeds David Cameron to determine the order in which agreements would be negotiated.

Post-BrexitBritainwill have more latitude to negotiate trade agreements with other countries includingChina— the two are in the middle of a self-declared “golden year” of ties. “Chinais making very positive noises at the moment,” said Lord Price.

He Wenwei, director of the research centre for European and American Studies at the Beijing China Association of International Trade, said theUKwas a “special case” but neighbouring countries were likely to come first on the free trade agenda. “I cannot specify when this [negotiations with theUK] would happen,” said Mr He, butBritaincould expect to negotiate a free trade deal withChinafaster than the EU could “because it’s just one country”.

The timing of FTA negotiations with EU countries is sensitive. TheUKhas been seeking to negotiate the terms of its exit before invoking Article 50 of the Lisbon treaty to launch the two-year withdrawal process.

The EU leadership has refused to negotiate withBritain. Cecilia Malmström, trade commissioner, has told BBC Newsnight that individual EU countries would not even begin negotiating deals with theUKuntil it has invoked Article 50. “There are actually two negotiations. First you exit and then you negotiate the new relationship, whatever that is,” she said.

Lord Price disagreed, saying: “My personal view is that would not be in the interest of Europe.” After leaving the EU, he said, the trade relationship would be subject to World Trade Organisation rules, and tariffs would increase to an average level of at least 3 per cent, and far more for specific sectors such as automotive.

I think in the cold light of day, when the emotion of the decision has had time to subside, what we will find is a far more professional, calm, and pragmatic approach.”

In terms of signing trade deals, clearly we’re part of the EU until we leave the EU. So we wouldn’t sign a trade deal until we’d left the EU. But that doesn’t mean that we can't still negotiate with countries on what a trade deal would look like post an EU exit,” he added.
