The European Commission is objecting to how VW has offered US owners of diesel cars that were equipped with software to cheat emissions tests up to $10,000 each in compensation, but nothing to their European counterparts.

One official even made a comparison with the cold shoulder given to banks when the EU set about regulating the sector in the wake of the 2008 financial crisis.

Brussels has also been alarmed byUKand German regulators’ revelations in April that carmakers including Daimler’s Mercedes-Benz, and General Motors’ Opel — as well as VW — had equipped cars with software that switches off emissions control technology when the weather is too cold.

The companies said at the time these arrangements were to protect vehicle engines in cold weather, but Elżbieta Bieńkowska, European commissioner for industry, last week accused carmakers of being “in denial” about the extent of emissions test manipulation.

Tensions between Brussels and VW have been magnified by a letter sent by Matthias Müller, the company’s chief executive, to Ms Bieńkowska on May 11, in which he said problems with European cars could be dealt with through recalls to fix the vehicles.
