Xi Jinping is rekindling efforts to promote a rival to the US-led Trans-Pacific Partnership trade agreement in the wake of Donald Trump’s election victory, Chinese officials have said.

China was excluded from the TPP, which the Obama administration signed this year with Japan and 10 other nations and promoted as a strategic response to Beijing’s influence in the region. But Mr Trump put opposition to the TPP at the heart of his campaign and his election has killed the prospect of its ratification by the US Congress.

“Protectionism is rearing its head and the Asia-Pacific region faces insufficient growth momentum,” Mr Li said at a briefing on China’s plans for Apec. “China believes we should set a new plan to respond to the expectations of industry and sustain momentum for the early establishment of a free trade area.”

US officials have warned that the failure of the TPP would open the door to China to promote its own trade agreements. “We are the only ones who are going to be left on the sidelines as others move forward if [TPP] doesn’t happen,” Mike Froman, US trade representative, said in an interview this week.

The deal cannot come into force without US ratification. Its failure would leave a huge gap in Mr Abe’s economic agenda. By slashing Japan’s tariffs on food, he hoped the deal would lead to reform and more efficiency in farming.
