China Minsheng Investment’s finance arm is “actively looking” at opportunities to set up in London but will tread carefully while Whitehall negotiates its exit from the EU, its chief executive said, in the latest sign of companies wanting clarity before committing to the UK.

CMI, the mainland’s largest private investment fund, set up China Minsheng Financial (CMF) as its Hong Kong-based finance platform last year, reversing into an existing listed trading company and appointing Sing Wang, a veteran of TPG and Goldman Sachs, as its head.

“London is a good place for a regional headquarters for our group and we are very actively looking — but we also have to be very careful, so we will take our time,” said Mr Wang in an interview with the Financial Times.

He described the Brexit result as “a shock”, adding, “We respect Britain’s decision but hopefully at the end of the turmoil London remains a good place to do business.”

CMI was only founded in 2014 with Rmb50bn ($7.5bn) but has grown rapidly to hold Rmb200bn in assets. While distinct from China Minsheng Bank — China’s first private sector bank — CMI was set up by Dong Wenbiao, CMB’s former chairman, and is funded by 59 private sector companies and investors.

So far, the group has branched out into property development, solar power, cross-border investment and financial leasing. Its property management arm recently bought Société Générale’s London headquarters for £84.5m.

CMF, seeded with HK$5bn ($644m) has so far acquired broking, financing and asset management licences in Hong Kong. Mr Wang describes the model he is pursuing as old-style merchant banking, involving offering both investment capital and fee-generating advice.

In Hong Kong, Mr Wang is targeting sizeable mainland companies that nonetheless fly beneath the radar of the biggest banks which, along with their Chinese state-owned rivals, are focusing on multi-billion-dollar deals.

“There is quite a niche where the largest firms don’t care and the smaller Hong Kong ones don’t have the balance sheet,” he said. “Chinese private sector companies are also much more interested in going overseas and Hong Kong is the perfect place for us to do that from.”

In Europe, he said some asset managers were trading at particularly low valuations but would not be drawn on targets or strategy.

Mr Wang was talking ahead of hosting a lunch at which Lord Mandelson, the Labour peer and former EU commissioner, spoke. Lord Mandelson has been on an Asian tour on behalf of his consulting firm, Global Counsel, urging international business to press Britain to negotiate the softest possible exit from the EU.

The two have known each other since Lord Mandelson’s early days as a minister in Tony Blair’s first government, when Mr Wang formed one of a group of young Chinese leaders who met the then minister on his first trip to China.
